dateCompare
       dateCompare(dateA, dateB) returns a value based on how two dates
        compare, with an optional milliseconds offset.
    
      Parameters
- dateA
- A date object.
- dateB
- A date object.
Returns
Returns 1 if dateA is greater than dateB, else returns 0.
